By the Law of the Republic of Uzbekistan dated 15 January 2026 No. 1114, amendments and additions were introduced to some legislative acts
According to the introduced amendments, where the fact that a convicted person has read books included in the list of literature approved in the prescribed manner and aimed at forming proper moral and ethical values among inmates during the period of serving a sentence is confirmed, the term of the imposed punishment may be reduced in respect of persons specified in Part Four of Article 73 of the Criminal Code of the Republic of Uzbekistan (with the exception of persons sentenced to life imprisonment), namely persons to whom conditional early release does not apply, including persons sentenced to long terms of imprisonment, especially dangerous recidivists, as well as organizers and participants of organized groups or criminal organizations.
In such cases, the term of serving the sentence may be reduced by three days for each book read, but not exceeding thirty days within one year.
In these circumstances, the reduction of the term of serving the sentence shall be carried out by a judge on the basis of a submission by the administration of the penal enforcement institution or upon an application submitted, in accordance with the procedure established by law, by the convicted person or his or her defence counsel.
The determination of the fact that a convicted person has read books during the period of serving the sentence shall be carried out, on the basis of the inmate’s application submitted to the administration of the penal enforcement institution, by a commission consisting of employees of the penal enforcement institution, as well as representatives of the public.

By the Law of the Republic of Uzbekistan dated 15 January 2026 No. 1112, amendments and additions were introduced to the Criminal Enforcement Code of the Republic of Uzbekistan.
According to the introduced amendments, it has been established that a convicted person is entitled, at his or her own personal expense, to one remote video meeting or a telephone conversation lasting fifteen minutes.
The Law shall enter into force from the date of its official publication.
