ACADEMY OF JUSTICE OF THE REPUBLIC OF UZBEKISTAN DEPARTMENT OF ADMINISTRATIVE LAW SCIENCES
The Department of Administrative Law Sciences of the Academy of Justice of the Republic of Uzbekistan specializes in the training of highly qualified specialists in the fields of administrative litigation, ensuring the rule of law within the public administration system, and strengthening the legal protection of citizens in their relations with state authorities.
The Department has implemented a dual education system for candidates for judicial positions, based on the "Administrative Litigation" training module. Furthermore, the Department regularly conducts professional development sessions for administrative judges and court staff, retraining courses for judges in the personnel reserve for leadership positions in district (city) and regional courts, as well as short-term courses designed for specialists of the Republic’s administrative bodies. These sessions are organized using modern information and communication technologies and artificial intelligence capabilities, employing interactive and practice-oriented methodologies.
The educational process involves judges with extensive experience in the field of administrative justice, legal practitioners, and foreign experts supported by international organizations.
In addition, the Academy of Justice prepares and publishes specialized educational and methodological literature aimed at improving administrative law and administrative judicial practice, highlighting issues related to the application of administrative legislation by the courts.
DEPARTMENT OF CRIMINAL LAW SCIENCES
The Department of Criminal Law Sciences at the Academy of Justice operates in strict accordance with the Decree of the President of the Republic of Uzbekistan dated August 21, 2025, PD-141, "On measures to radically improve the system of training highly qualified personnel in the sphere of justice." The department’s primary focus is the establishment of a comprehensive framework for training judicial personnel who possess advanced theoretical knowledge and essential professional competencies, alongside providing continuous professional development for presiding judges and court staff.
The department has successfully integrated specialized training modules into its curriculum, including Criminal Law, Criminal Procedure Law, and Administrative Liability Law, designed for judicial candidates and active court officials. These educational sessions are delivered through interactive methodologies and supported by modern information and communication technology tools. To further enhance legal expertise, the Academy of Justice has published a range of specialized educational literature on law enforcement practices, serving as a vital resource for trainees, judges, court personnel, and the broader legal community.
DEPARTMENT OF ECONOMIC AND LEGAL SCIENCES
The Department of Economic and Legal Sciences is a constituent part of the Academy of Justice of the Republic of Uzbekistan, established under the Decree of the President of the Republic of Uzbekistan PD-141 dated August 21, 2025, “On measures to radically improve the system of training highly qualified personnel in the sphere of justice.” The department has successfully implemented training modules within the "Economic Law Specialization Course" specifically designed for judicial candidates, presiding judges, and court personnel. All training sessions are conducted through interactive methodologies integrated with advanced information and communication technology tools.
Within this framework, the Academy of Justice provides comprehensive instruction on various subjects and courses, including the Economic Law Specialization Course, Judge's Ethics, Professional Culture and Psychology, Academic Writing Skills, and the application of Modern Information Technology and Artificial Intelligence in the Judicial System. The curriculum further covers International Standards of Justice and Human Rights, Foundations of Constitutional Law, Conflict of Interest and Anti-Corruption in the Judicial System, as well as Logic. The department’s faculty is composed of highly qualified legal scholars with extensive judicial experience, ensuring the educational process adheres to the "ustoz–shogird" (mentor-apprentice) tradition and the core principle of "a judge teaches a future judge."
To provide methodological support for judicial activities, the faculty has authored and published several specialized educational works and practical manuals. These include "Samples of Judicial Documents on Economic Cases," "Collection of Tests on Economic and Legal Sciences," "Procedures for Applying to Economic Courts," "Judicial Protection of Entrepreneur Rights," "Contracts, Claims, Mediation and Arbitration Courts," "Handling Cases Related to Arbitration Proceedings in Competent Courts," "Arbitration Courts and Handling Cases Related to Arbitration Proceedings," and "Handling Cases Related to Arbitration Proceedings in Economic Courts."
INFORMATION ON THE DEPARTMENT OF HUMAN RIGHTS, INTERNATIONAL LAW AND SOCIAL AND HUMANITARIAN DISCIPLINES
By Presidential Decree of the Republic of Uzbekistan PD-6012 of 22 June 2020 “On Approval of the National Strategy of the Republic of Uzbekistan on Human Rights”, with the aim of enhancing legal awareness in the field of human rights, the introduction of academic courses on Human Rights, Women’s Rights, and Children’s Rights was envisaged not only in all educational institutions, but also in specialized institutions responsible for the retraining and advanced professional development of judges and law enforcement officials.
In implementation of these strategic objectives, since 2021 the Academy of Justice of the Republic of Uzbekistan has been operating the Department of Human Rights, International Law and Social and Humanitarian Disciplines.
The Department has established and implements a comprehensive training system for candidates for judicial positions, judges, and court staff in the fields of human rights and constitutional law within the framework of the academic modules “International Standards of Justice and Human Rights” and “Constitutional Law”. Training sessions are conducted using modern information and communication technologies and interactive teaching methods. With the support of international organizations, renowned foreign experts are actively involved in the educational process.
The Academy of Justice has prepared and published specialized educational materials aimed at expanding the practice of human rights protection, ensuring more effective implementation of constitutional provisions, and deepening and harmonizing the application by courts of the Constitution of the Republic of Uzbekistan, as well as norms of human rights and international law.
INFORMATION ABOUT THE DEPARTMENT OF PROFESSIONAL SKILLS
The Department was established and operates within the structure of the Academy of Justice of the Republic of Uzbekistan based on the Decree of the President of the Republic of Uzbekistan PD-141 dated August 21, 2025, “On measures for the fundamental improvement of the system of training highly qualified personnel in the field of justice,” with the aim of preparing all-round mature, highly qualified personnel possessing modern knowledge and necessary professional skills for the judicial system, professional-psychological preparation of candidates for judicial positions for the profession, forming ethics, academic writing, the use of information technologies and psychological skills considered necessary to know in professional activity, implementing programs aimed at forming a professional judicial culture among learners, and developing the conduct of proceedings by future judges independently, impartially, objectively, relying only on the law and with justice.
The Department has established a practice of training for candidates for judicial positions, judges, and court staff in professional ethics, psychology, academic writing, and the use of information and communication tools based on training modules titled: Conflict of Interest and Anti-Corruption in the Judicial System, Judicial Psychology, Judicial Ethics, and Professional Culture, Academic Writing Skills, Modern Information Technologies and Artificial Intelligence in the Judicial System”
Training sessions are conducted in an interactive manner through the organization of seminar-trainings using modern information technologies.
Numerous specialized educational publications concerning the professional preparation of candidates for the judiciary have been published by the members of the Department.
INFORMATION ABOUT THE “DEPARTMENT OF CIVIL LAW DISCIPLINES”
Based on the Presidential Decree of the Republic of Uzbekistan No. PD-141 dated August 21, 2025, "On measures to fundamentally improve the system of training highly qualified personnel in the field of justice", the Department of "Civil Law Sciences" is operating at the Academy of Justice. Its purpose is to organize a system aimed at training highly qualified personnel for the judicial system who are comprehensively mature, possess modern knowledge and necessary professional skills, as well as increasing the qualifications of judges and judicial staff.
The department conducts the types of training sessions specified in the curricula and programs for the modules of Civil Law, Family Law, Housing Law, Labor Law, and Civil Procedural Law at a high theoretical, scientific, and practical level for the preparation of candidates for judicial positions, retraining of judges and judicial staff, and their professional development. Training sessions are conducted using modern information and communication technologies and interactive teaching methods.
The Department’s members have prepared and published a number of textbooks, teaching aids, and collections, such as "Civil Procedural Law", "Appealing to the Court on Civil Cases", "Personal Rights: National Legislation and International Standards", "Evidence in Family Disputes" and "Tests on Civil Law Sciences".
