On the elimination of corruption-related factors in the activities of the Academy

In the activities of the Academy of Justice of the Republic of Uzbekistan, specific measures are being implemented to eliminate corruption-related factors, as well as to ensure zero tolerance for corruption among candidates for professional retraining courses, judges, and employees of the judicial apparatus.

On the elimination of corruption-related factors in the activities of the Academy

In accordance with the Presidential Decree of the President of the Republic of Uzbekistan dated 21 August 2025 No. DP–141, “On measures for the radical improvement of the system of training highly qualified personnel in the field of justice” the Council of the Academy has been established to consider the key issues related to the organization of the activities of the Academy of Justice of the Republic of Uzbekistan.

The Council includes, along with employees of the Academy, leading scholars and specialists from other educational and legal fields.

The main powers of the Council include:

(a) approving curricula, educational programs, and qualification requirements for the training, retraining, and advanced training of personnel at the Academy, in coordination with the Supreme Judicial Council and the Supreme Court;

(b) regulating the workload of the teaching staff, independently organizing working time based exclusively on teaching activities, as well as encouraging teaching staff for carrying out scientific and methodological, research, organizational and methodological, spiritual and educational, and educational activities;

(c) forming a special fund for the material incentive of managerial, teaching, research, educational support, technical, and service staff, approving the procedure for the use of its funds, as well as the criteria for establishing monthly bonuses for Academy employees from these funds.

Entrance examinations for admission to the master’s degree programs (specialty test, foreign language test, legal essay writing, and psychological testing) are conducted by the Agency for the Assessment of Knowledge and Qualifications under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan.

At the same time, procedures have been introduced for video recording of the examination processes and their real-time monitoring, as well as for the examination committee to review essays in an anonymized manner.

In the event of disagreement with the results of entrance examinations to the Academy or final state examinations, a procedure has been established for submitting appeals, for their consideration by the examination committee operating on a public basis, and for appealing the decisions of this committee to the Council of the Academy.
