Admission for Professional Retraining

Admission Terms, Candidate Requirements, and Procedures for Professional Retraining Courses at the Academy of Justice of the Republic of Uzbekistan

Admission to the professional retraining courses of the Academy of Justice of the Republic of Uzbekistan is conducted in accordance with the regulations established pursuant to the Presidential Decree of the Republic of Uzbekistan dated August 21, 2025, No. PD–141. This framework was formally ratified by a resolution of the Supreme Council of Judges in August 2025.

 

  1. General Admission Provisions
  • Enrollment in professional retraining courses is strictly on a state grant basis.
  • Admission quotas are determined by the Supreme Council of Judges in coordination with the Supreme Court of the Republic of Uzbekistan.
  • A dedicated quota for female candidates is allocated within each judicial specialization.
  • The selection process is governed by the principles of transparency, meritocracy, equal opportunity, and impartiality.
  1. Candidate Requirements

Prospective candidates must generally satisfy the following criteria:

  • Citizenship: Must be a citizen of the Republic of Uzbekistan.
  • Education: Possession of a higher degree in Jurisprudence (LL.B./LL.M. equivalent).
  • Professional Experience: A minimum of 7 years of legal practice.
  • Age: Candidates must be at least 35 years of age upon completion of the course.
  1. Grounds for Disqualification

The following categories of individuals are ineligible for the entrance examinations:

  • Persons currently facing criminal prosecution.
  • Individuals with a prior criminal record.
  • Persons whose criminal proceedings were terminated on non-rehabilitating grounds.
  • Holders of foreign citizenship.
  • Individuals declared legally incapacitated.
  • Persons with medical contraindications or restrictions.
  1. Areas of Specialization

Admission is offered for the following judicial tracks:

  • Civil Law
  • Criminal Law
  • Economic Law
  • Administrative Law
  1. Application Procedure

Candidates may submit their documentation directly to the Admissions Committee or via the Qualification Commissions of Judges of regional and equivalent courts. Applications that are incomplete or fail to comply with prescribed formal requirements will be rejected.

  1. Examination Stages

The selection process comprises four distinct stages:

  1. Psychological Assessment.
  2. Foreign Language Proficiency Test (English, French, or German).
  3. Specialized Legal Examination (Judicial Specialization).
  4. Analytical Essay Writing and an Individual Interview conducted by an interagency commission.
  5. Evaluation System

Results are assessed based on a comprehensive point-based system:

  • Specialized Legal Test: 39 points.
  • Foreign Language Proficiency: 12 points.
  • Analytical Essay: 30 points.
  • Interview: 19 points.
  1. Ranking and Enrollment

The Admissions Committee compiles a merit-based ranking based on the aggregate scores. Candidates with the highest scores within the allocated quotas are recommended for admission. Successful applicants are formally enrolled as trainees by order of the Rector of the Academy. Results are published on the Academy’s official website and through its authorized social media channels.
