REGULATION
on the Council of the Academy of Justice of the Republic of Uzbekistan
This Regulation defines the legal status, main powers and procedure for the activities of the Council of the Academy of Justice (hereinafter referred to as the Council) in accordance with the Decree of the President of the Republic of Uzbekistan dated 21 August 2025 No. PF-141 “On Measures to Radically Improve the System of Training Highly Qualified Personnel in the Field of Justice”, as well as the Charter of the Academy of Justice of the Republic of Uzbekistan (hereinafter referred to as the Academy).
I.General Provisions
- The Council is a collegial governing body operating to consider and resolve the key issues related to the organization of the Academy’s activities.
- The Council carries out its activities based on the principles of legality, transparency, independence, collegiality and equality of its members.
- In its activities, the Council is guided by the Constitution of the Republic of Uzbekistan, laws, subordinate legislation, decisions of the Supreme Judicial Council, as well as the Charter of the Academy and this Regulation.
II.Goals and Objectives of the Council
- The goal of the Council is to facilitate the organization and improvement of the system for training highly qualified personnel for the judicial system possessing comprehensive competence, modern knowledge and necessary professional skills, to introduce high standards required for forming a professional corps of judges, and to promote the effective functioning of the Academy.
- The main objectives of the Council include:
participation in the organizational and material support of the Academy’s activities;
establishing requirements for the training of candidates for judicial positions, professional development of judges and court staff, retraining of judges for managerial positions, and the organization of master’s degree programmes;
resolving issues related to the effective organization of the educational process and scientific research activities at the Academy.
III.Composition and Organization of the Council
- The Council shall consist of the Rector, Vice-Rectors, Heads of Departments, heads of other structural units, leading scholars and experts in the fields of education and law, practicing judges, as well as the Secretary of the Council.
- The Rector has the right to include qualified specialists and leading scholars in the field of education and judicial-legal activity in the composition of the Council.
- The composition of the Council shall be approved by an order of the Rector of the Academy.
- The Rector of the Academy shall chair the Council. In the absence of the Rector, the Vice-Rector for Academic and Methodological Affairs shall chair the Council.
- Documentation related to the activities of the Council shall be maintained by the Secretary of the Council. In the absence of the Secretary, the duties of the Secretary may be assigned to one of the members of the Council by a simple majority vote.
IV.Powers of the Council
- The main powers of the Council include:
determining the main directions of the Academy’s educational-methodological, scientific, spiritual-enlightenment and organizational activities;
approving curricula, programmes and qualification requirements for training, retraining and professional development in coordination with the Supreme Judicial Council and the Supreme Court;
approving regulations on retraining courses for judges included in the reserve for managerial positions, as well as regulations on professional development courses for judges and court staff;
establishing procedures for admission to and training in master’s degree programmes, internships, state attestation of master’s students, and requirements for the preparation and defense of master’s theses;
approving procedures for assessing the knowledge of trainees and students;
conducting competitions for filling positions of academic staff, specialists and heads of departments;
establishing workload standards for academic staff and stimulating scientific, methodological, organizational and educational activities;
determining remuneration rates for specialists engaged in the educational process on an hourly basis;
submitting proposals to the Supreme Judicial Council regarding admission parameters and tuition fees for master’s programmes;
approving internal regulations and the code of ethics of the Academy;
hearing reports of heads of structural units of the Academy;
reviewing and submitting documents of applicants for the academic titles of Professor and Associate Professor;
approving dissertation topics for the degrees of Doctor of Philosophy and Doctor of Science, assigning supervisors and advisors;
discussing research results and issuing conclusions on behalf of the Academy;
reviewing and recommending textbooks, teaching aids, scientific and educational-methodological literature, and collections of scientific articles for publication;
conferring the title “Honorary Doctor of the Academy of Justice”;
orming and approving procedures for the use of the special fund for material incentives for Academy staff, including criteria for monthly bonuses;
approving current (annual) and prospective development plans of the Academy and reviewing financial and economic reports;
considering other matters related to the Academy’s activities in accordance with the legislation.
V.Organization of the Council’s Activities
- The main organizational form of the Council’s activities shall be its meetings.
- Meetings of the Council shall be convened as necessary, but at least once every three months.
- A meeting of the Council shall be deemed competent if at least two-thirds of its members are present.
- Members of the Council shall be notified of the date, place and agenda of a meeting at least three days in advance.
- Members of the Council have the right to propose issues for inclusion in the agenda.
- Decisions of the Council shall be adopted by open voting by a simple majority of the members present.
- Decisions of the Council shall enter into force from the moment of their adoption.
- Decisions of the Council shall be formalized in minutes signed by the Chairperson and the Secretary of the Council.
VI.Final Provisions
- The Chairperson of the Council shall regularly monitor the implementation of the Council’s decisions and inform the members of the results.
- Amendments and additions to this Regulation shall be made on the basis of a decision of the Council.
